Appendix F (U.S. Policies on Nonresidents) in the Seventh Edition of
the Premedical Adivsor's Reference Manual breaks all U.S. allopathic
and osteopathic medical schools into three groups. Group A is the
most open since these institutions only require that the students
meet INS requirements for granting F-1 or other student visas. Group
B is more restrictive in that it also requires prepayment of tuition
or establishment of an escrow account. And Group C (by far the
largest group) enrolls few international students or none at all.
Looking at this appendix, thus, just takes a few seconds to give you
a good overview. More detailed information is available in the
individual entries for each medical school in a subsection entitled
"Noncitiziens Without Permanent Residency (Green Card)" in the final
section of each entry entitled "Citizenship/Residency."

If a student is independently wealthy, then the issue of prepayment
becomes less critical. It also may not be a problem if the student
has relatives or friends who are U.S. citizens and are able and
willing to countersign loans. In such case, the student may be able
to get loans from TERI (The Educational Resources Institute) or from
Nellie Mae through its GradEXCEL Program.
