Legislative Bills

Early in the 21st century, a group of Nebraskans met to discuss the behavioral health needs of Nebraska. From their efforts sprang the beginnings of BHECN as articulated in the white paper, A Behavioral Health Education and Research System for Nebraska.

In 2004, the passage of LB1083 restructured the behavioral health system of care from institution to community-based. In 2009, the passage of LB603 created the Nebraska Behavioral Health Education Center.
