The Position

The UNMC College of Public Health, Department of Health Services Research and Administration, seeks an experienced researcher in GIScience. Support for this position is shared by the UNMC, the Nebraska Department of Health and Human Services (NDHHS), and the University of Nebraska-Lincoln School of Natural Resources (SNR). The successful candidate will oversee collaborative programs across the three units, with these foci: direct the GIS program of the NDHHS, build the research capacity and application of the College of Public Health and direct an instructional program in GIS that meets the needs of both university campuses. These are overlapping activities and resources are in place for each of them. The high degree of collaboration among the three supporting entities presents unique opportunities for research, education and service that blends public health and spatial analysis.


The Opportunities

This is a tenure-leading position with rank to commensurate with the previous experience of the successful candidate. A GIS unit has been established in the NDHHS that includes two full time staff currently producing and partnering with other NDHHS units to analyze health status, disease outbreaks, preparedness and other public health concerns. The unit can become an innovator in the application of spatial analysis in public health, both for the state and for the 18 regional rural departments of public health. The CoPH is a focal point for spatial analysis at UNMC, having a health geographer and a GIS expert in a department that includes health services research, health economics, health policy and health administration. The College is organized into departments and centers, with a future center contemplated that emphasizes application of spatial analysis in health data analysis, complementing existing centers in health services research and research design and data analysis. Leadership for the new center will come from the successful candidate for this position, with the support of existing faculty and analysts. The SNR provides full access to the state of the art GIS and remote sensing technologies of the Center for Advanced Land Management Information Technologies. Space will be provided for the occupant of this position, maximizing interaction with other GIS experts.


The Environment

The CoPH includes two research centers with established, active records in funded research and publication/dissemination of results to diverse audiences: The RUPRI Center for Rural Health Policy Analysis (www.unmc.edu/ruprihealth) and the Nebraska Center for Rural Health Research (www.unmc.edu/rural). Those centers, along with innovative programs in medical education and clinical care, have established UNMC as a premier institution for addressing the health care needs of rural communities. UNMC is an institution on the move; research awards have risen from $41 million in 2000-01 to over $72 million in the current year. The NDHHS has recently expanded its use of GIS-based research, analysis, and presentation within a new health data unit that includes collection and archival of health data for the state. The SNR is a national leader in the use remote sensing technologies (www.calmit.unl.edu) and a collaborator with other campuses, including the CoPH, in environmental health. The CoPH is establishing PhD programs in health services research and administration, environmental health and toxicology, and health promotion and disease prevention.


The Qualifications

Candidates should be comfortable working across disciplines and teaching seminar courses to students from various disciplines. Candidates should have experience in Geography of Heath/Environmental Health with an explicit focus on Geo-Spatial Technologies (GIS and or spatial statistics). Candidates expected to have an active program of research and publication, ability to attract extramural funding, and evidence of commitment to teaching excellence. Applicants must have a PhD degree in a field providing formal technical training in GIS, including experience working with the ArcGIS family of software (e.g., ArcGIS, ArcServer, ArcSDE).
