A royal commission into New Zealand\u2019s Covid response has found it was one of the best in the world but acknowledged the period had left \u201cscars\u201d.<\/p>\n\n\n\n<p>The second of two inquiry reports on the pandemic was released on Tuesday and focused on the period between February 2021 to October 2022, when the government changed from an elimination strategy to one of suppression and minimisation of the virus. It also examined vaccine safety and the government\u2019s immunisation programme, lockdowns and tracing and testing technology.<\/p>\n\n\n\n<p>The royal commission&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2022\/dec\/05\/new-zealand-announces-inquiry-into-covid-19-response\">was established in 2022 by Jacinda Ardern\u2019s Labour-led government<\/a>, which was in power during the pandemic.<\/p>\n\n\n\n<p>New Zealand has recorded 5,641 Covid deaths since 2020. The country\u2019s strict response, which included lockdowns, vaccine mandates and border quarantine helped to\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2023\/oct\/06\/new-zealand-covid-strategy-saves-lives\">save tens of thousands of lives<\/a>.
