The decision follows reports that Ugandan healthcare workers were exposed to infected patients who crossed the border before the outbreak was officially declared. Under the new measures, only emergency travel related to outbreak response, cargo, or security will be permitted, with incoming travelers subject to 21 days of mandatory isolation.
