Jared Polis verbally declared a disaster declaration for the facility over the long holiday weekend. The move activates&nbsp;<a href=\"https:\/\/dhsem.colorado.gov\/emergency-management\/plans\/colorado-state-emergency-operations-plan\">the state\u2019s emergency operations plan<\/a>&nbsp;and makes additional resources available to respond to the outbreak.<\/p>\n\n\n\n<p>A spokeswoman for the Colorado Department of Agriculture declined to name the facility.<\/p>\n\n\n\n<p>The mass culling \u2014 or \u201cdepopulation,\u201d as the state described it \u2014 is the second-largest in a commercial flock since bird flu&nbsp;<a href=\"https:\/\/ag.colorado.gov\/animals\/reportable-diseases\/avian-influenza\/colorado-hpai-response\">was first detected in Colorado in early 2002<\/a>.
