During the SARS outbreak, which started in China\u2019s Guangdong province in November 2002, local&nbsp;<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/books\/NBK92479\/\">authorities initially restricted<\/a>&nbsp;the release of information and downplayed the severity of the outbreak.
