One of the most critical barriers people living with HIV face in accessing care is the cost of medical care and medications. The complexity of obtaining public benefits and/or private insurance may deter some patients from accessing ongoing healthcare. The Nebraska Ryan White Programs have funding to assist uninsured and underinsured patients to access care. Our Client Services Team (CST) members are trained to screen for eligibility and to help you with identifying contact information to enroll in benefit programs in order to ease frustration and better ensure continuity of services.

The CST members will assess your eligibility for employer-sponsored insurance, university/college-sponsored insurance, ACA marketplace insurance plans and subsidies, Medicaid, Medicare and VA benefits. The CST member(s) will also screen for eligibility for Ryan White-funded services including the AIDS Drug Assistance Program (ADAP).

If you meet eligibility requirements for any of these programs, a CST member can help you apply for and secure benefits. This includes assistance with initiating Social Security disability claims when needed.

The CST members continue to work with you throughout the course of your care to identify other means for healthcare coverage and is available to answer questions when you are completing your Ryan White and ADAP applications. You must complete an application every 6 months to verify eligibility.

In addition to helping patients secure health insurance, CST members are available to help you navigate copay assistance programs, SNAP benefits, Energy Assistance, Department of Workforce Development programs/benefits, and provide referrals for case management services, support groups, and emergency financial services through the Nebraska AIDS Project (NAP). NAP serves persons living with HIV in Nebraska and Southwest Iowa.

Nebraska and Iowa Medicaid coverage provides access to most aspects of HIV care; however, there are gaps in coverage that affect people living with HIV. Many people lack coverage for prescription co-payments and assistance with prior authorization requirements that can restrict your treatment plan. The Ryan White Nebraska and Iowa AIDS Drug Assistance Programs (ADAPs) provide financial assistance to cover prescription co-payment gaps. Our pharmacy assistant is available to assist with prior authorization requirements.

Medicare and insurance plans provide coverage for most HIV-related care; however, out-of-pocket deductibles and coinsurance costs can be challenging for some. In addition, the Medicare Part D coverage gap for medication costs is another burden for some patients, which can affect their access to needed medications. The Nebraska and Iowa Ryan White ADAPs can provide assistance to help with these costs. Even if you are able to afford medication copays, you may be eligible to reduce your out-of-pocket medication expenses through the Nebraska ADAP co-payment program or manufacturer copay card programs. Our CST members are available to help you get connected to these important resources.

As a Ryan White-funded program, the Specialty Care Center will never deny you access to care due to inability to pay. If you are worried about health care related expenses, please speak to a CST member.
