{"id":134756,"date":"2026-08-14T02:00:00","date_gmt":"2026-08-14T07:00:00","guid":{"rendered":"https:\/\/www.unmc.edu\/newsroom\/?p=134756"},"modified":"2026-08-13T17:51:09","modified_gmt":"2026-08-13T22:51:09","slug":"board-of-regents-approves-2027-29-biennial-budget-request","status":"publish","type":"post","link":"https:\/\/www.unmc.edu\/newsroom\/2026\/08\/14\/board-of-regents-approves-2027-29-biennial-budget-request\/","title":{"rendered":"Board of Regents approves 2027\u201329 biennial budget request"},"content":{"rendered":"<div class=\"panel body-content\"><div class=\"panel__container\">\n<p class=\"wp-block-paragraph\">The University of Nebraska Board of Regents approved the 2027-29 biennial budget requests for the University of Nebraska System and the Nebraska College of Technical Agriculture during its meeting on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, the board approved a 4.25% increase to the base budgets of both the NU System and NCTA for each year of the biennium. The university based the request on a multi-year rolling average of the Consumer Price Index (CPI), an approach that aims to help the university consistently keep pace with rising costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the increase to the university\u2019s base budget to offset inflation, the board also approved state requests to fund several strategic initiatives including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>$1.5 million each year of the biennium to support the Presidential Scholars Program, which provides a full-ride scholarship, plus a $5,000 annual stipend, to each student who graduates from a Nebraska high school, receives a perfect score on the ACT, and elects to attend college at an NU System campus;<\/li>\n\n\n\n<li>$5 million in the first year of the biennium to restore previous cuts to state biomedical research support;<\/li>\n\n\n\n<li>$25 million reappropriation originally appropriated in 2022 for the Ag Tech Incubator and Accelerator, as fundraising efforts for the matching are ongoing; and<\/li>\n\n\n\n<li>$25 million in the first year of the biennium and $30 million in the second year to update the university\u2019s Enterprise Resource Planning system.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">During his remarks to the board, NU System President Jeffrey P. Gold, MD, stressed the importance of investing in the university, which contributes to everything from workforce development to community vitality to support for the state\u2019s critical ag sector to life-saving healthcare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe vitality of our state depends on the vitality of its university,\u201d Dr. Gold said. \u201cAt a time of economic and geopolitical uncertainty, investing in the University of Nebraska System is not just an investment in higher education \u2013 it is an investment in Nebraska&#8217;s future, Nebraska\u2019s workforce, economy, communities and an investment in generations to come.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Around 11,000 students graduate from the university\u2019s four campuses each year. More than half of Nebraska\u2019s health care professionals and nearly half of its K-12 teachers attained their degrees from a university campus. Programs in entrepreneurship, artificial intelligence, and precision and digital ag are preparing the next generation of university students to be competitive in a quickly evolving world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we welcome back returning students, faculty and staff, as we welcome in new learners from Nebraska and around the world, it is timely to secure their future, not just in the classroom, research laboratory or on the hardwood or gridiron, but secure their future as productive Nebraskans, who will chose to stay in our communities and pay forward the gift of higher education for generations to come,\u201d Dr. Gold said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regent Jim Scheer of Norfolk stressed the importance of a true partnership with the state in supporting quality and affordable higher education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe end result is we have to do something,\u201d Scheer said. \u201cWe have to be able to pay our instructors, our utilities, all the other things that go along with the university.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, the board also recognized recipients of the President\u2019s Excellence Awards, the university\u2019s most prestigious awards for research, teaching and engagement. Six individuals and departments were awarded five awards in the categories of research and creative activity; teaching and instructional creativity; IP innovation and commercialization; innovation in student success; and system-wide teaching. A complete list of winners and their bios is available <a href=\"https:\/\/nebraska.edu\/news-and-events\/news\/2026\/08\/university-of-nebraska-system-announces-2026-presidents-excellence-award-recipients\">on the university website<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis year\u2019s honorees reflect the breadth and importance of innovation taking place across the university \u2013 from transforming how students learn and succeed to advancing research with national and international impact,\u201d Dr. Gold said. \u201cTheir contributions include creative approaches to medical and technology education, redesigned academic pathways that improve student retention and graduation, internationally recognized scholarship in information technology and materials engineering, and sustained mentorship that prepares students and emerging scholars to become leaders in their fields.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Gold also asked for a moment of silence to reflect upon the memory of <a href=\"https:\/\/www.unmc.edu\/newsroom\/2026\/08\/06\/leuenberger-remembered-for-business-leadership-kindness\/\">Don Leuenberger<\/a>, long-term UNMC chief financial officer and former Nebraska tax commissioner, and <a href=\"https:\/\/www.unmc.edu\/newsroom\/2026\/08\/10\/harold-m-maurer-md-remembered-as-visionary-leader-builder\/\">Harold M. Maurer, MD<\/a>, UNMC&#8217;s seventh and longest-serving chancellor. Both recently passed away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other business, the board:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Voted to eliminate several low or no enrollment degree programs across the four NU System campuses;<\/li>\n\n\n\n<li>Approved naming the UNO Training Facility the Howard L. Hawks Training Center;<\/li>\n\n\n\n<li>Recognized five NU System employees with Kudos awards for exemplary service;<\/li>\n\n\n\n<li>Accepted the 2026-27 Odyssey to Extraordinary Strategic
