Lori L. Scharff is a strategic and visionary leader with over 30 years of experience in behavioral health, employee relations, and organizational development. As Director of Behavioral Health Access and Administration at Boys Town, she leads cross-functional operations for the Psychiatric Residential Treatment Facility (PRTF), driving innovation in program development, census management, and access to care. Lori is recognized for her expertise in funding mechanisms, regulatory compliance, and quality improvement.

Her career includes senior leadership roles at Union Pacific Railroad, where she directed a national safety program and employee relations initiatives, collaborated with federal agencies, and led continuous improvement efforts. Lori began her career at Boys Town, delivering clinical services across the continuum of care and helping coach the Boys Town Model. She holds an MA in Social Work from the University of Nebraska at Omaha and a BA in Psychology from Creighton University. Lori is a Licensed Independent Clinical Social Worker, certified in Continuous Improvement, and CIPSEA-certified through the OMB and Executive Office of the U.S. President. She also served as an adjunct professor at the University of Nebraska at Omaha School of Social Work. Lori also serves on the NABHO executive committee and as a consultant for Dunlea Centre in Engadine, NSW Australia.
