Dossy Felts served in the United States Air Force for 20 years with ten years of experience as a healthcare administrator where he oversaw resourcing, medical logistics, information systems, disaster preparedness, and health benefits. In each of his deployments to Afghanistan, Iraq, and Kuwait, he directed operations of the medical control center. In his most recent deployment to Afghanistan, he served as the medical finance and procurement advisor to both the Afghan National Army and Security Forces where he provided oversight to NATO and partner nation funding while liaising with NATO contracting and procurement organizations. He also advised senior U.S. and coalition leadership regarding medical finance and procurement issues. Dossy joined the Global Center for Health Security in November 2019 where he soon became the Director of Administration and Operations overseeing the programmatic, financial, and support operations for the Center’s $24 million in grant activities, as well as providing facility oversight at both the Training, Simulation and Quarantine Center and the Clinical Research Unit. In response to the impending COVID-19 pandemic, Dossy was a key member of the team that partnered with federal responders for the repatriation and quarantine of U.S. citizens living and traveling abroad. Dossy earned a Master of Business Administration and Master of Healthcare Administration at Baylor University School and is a Fellow with the American College of Healthcare Executives.
