Dossy Felts, MBA, MHA, FACHE

Dossy Felts serves as Associate Director of Administration and Operations for the Global Center for Health Security (GCHS) and concurrently as Director of the Project Management Office (PMO) within UNMC's Office of the Vice Chancellor for Research (OVCR). A leader in organizational operations, project management, and public health preparedness, he provides strategic direction for organizational initiatives that strengthen both the GCHS' mission and the university's research enterprise.

Since joining GCHS in 2019, Dossy has helped guide the the Global Center's continued growth and operational excellence across a diverse portfolio of research, training, and preparedness programs. He oversees programmatic and administrative operations supporting an extensive portfolio of extramural funding, more than 20 researchers, and a multidisciplinary team of over 40 professionals. He also provides operational leadership during response activities and oversees specialized facilities, including the Training, Simulation and Quarantine Center (TSQC). 

Dossy has led several high-impact initiatives, including the rapid renovation of the Clinical Research Unit to establish a COVID-19 vaccine trial clinic. He currently provides executive oversight for the planning and construction of the Infectious Disease Air Transport Training (IDAT) Facility, designed to advance training, preparedness, and response capabilities for the safe transport of patients with high-consequence infectious diseases.

As Director of the PMO, Dossy works with university leadership, investigators, and operational stakeholders to advance strategic initiatives across the research enterprise. He advises OVCR leadership on project governance, organizational effectiveness, and strategic planning to support the successful execution of institutional research priorities.

Dossy also serves as a designated Incident Commander for the university, leading multidisciplinary teams during complex incidents and emergency operations to support institutional resilience and public safety.

Prior to joining UNMC, Dossy served in the United States Air Force for 20 years, including 10 years as a healthcare administrator. In his final deployment to Afghanistan, he served as the medical finance and procurement advisor to the Afghan National Army and Security Forces, overseeing NATO and partner-nation funding and advising senior U.S. and coalition leaders on medical finance and procurement matters.

 Dossy earned both a Master of Business Administration and a Master of Healthcare Administration from Baylor University and is a Fellow of the American College of Healthcare Executives (FACHE).
