Abbey Lowe, PhD, an associate professor in the Department of Health Promotion of the UNMC College of Public Health, has been selected to serve as a NATO Civil Expert in Ethics through the NATO Joint Health Group.
Dr. Lowe, who also is a scholar with the Global Center for Health Security, is an expert in the intersection of ethics, health policy and health security, and she researches ethics in public health emergencies.
In the NATO role, Dr. Lowe will support the need for expertise on emerging ethical issues in health, including the implications of artificial intelligence, as well as ongoing ethical challenges in global health, preparedness, response and innovation.

Khan, MD, MPH, dean of the UNMC College of Public Health, said: “Dr. Lowe’s appointment as a NATO civil expert is a tremendous honor for our institution and a testament to her world-class expertise. Having UNMC represented at this level ensures that rigorous ethical frameworks will help shape international health security policy when and where it matters most.”
Dr. Lowe said NATO leadership has identified ethics as an area of increasing importance and a significant topic of future discussions and activities.
The U.S. government nominated Dr. Lowe as a civil expert to NATO, and the NATO Joint Health Group voted to approve the selection.
Dr. Lowe said, “I am honored to contribute to this work and to represent our institution in an international forum focused on advancing healthcare policy, preparedness and ethical decision-making. I look forward to collaborating with colleagues from across NATO member nations and partners to support evidence-informed approaches to emerging challenges in healthcare and public health.”
