Online toolkit helps UNMC comply with NIH public access policy

A “online toolkit” on the McGoogan Library of Medicine Web site will help investigators who must submit publication-accepted manuscripts to PubMed Central.

All National Institutes of Health-funded investigators are now required to submit their final, peer-reviewed manuscripts to PubMed Central even if they are published elsewhere.

PubMed Central, an electronic archive of full-text journal articles, is different from PubMed, which is a database of bibliographic references. It is important to note that only full-text articles or manuscripts meet the NIH requirement.

The NIH mandate applies to current NIH funding, which includes continuing NIH grants or cooperative agreements that were active as of federal fiscal year 2008.

“The toolkit organizes the information and resources our investigators need to comply with the NIH public access regulations and will help save them time,” said Nancy Woelfl, Ph.D., director of the McGoogan Library of Medicine. “Teri Hartman and Robin Taylor have put a lot of time and thought into it.”

The toolkit will help investigators:

  • Submit their manuscripts to PubMed Central;
  • Find and cite their articles in PubMed Central;
  • Convert PubMed IDs to PubMed Central IDs and vice versa; and
  • Learn and follow NIH Public Access Policy.

The toolkit also contains the UNMC publication policy guidelines and links to such policies for a number of scientific journals.

“In collaboration with campus partners, the McGoogan Library has designed a powerful tool that will greatly help our investigators comply with the NIH-mandate, which in turn will make it easier for the public to access the valuable information gleaned from our researchers’ work,” said Tom Rosenquist, Ph.D., vice chancellor for research.
